Osceola County is seeking a development team for a new $4 million tax collector’s office that will be the first phase of a planned government annex in south Kissimmee, a mile from the Poinciana SunRail Station.
The county’s procurement office this week issued two Requests for Proposals: one for architectural and engineering services, and the other for a construction manager at risk (CMAR.)
The Campbell City Tax Collector Branch will be the first facility built on 19 acres of property being developed and master planned as part of this project. The site is on S. Orange Blossom Trail between Poinciana Boulevard and Ham Brown Road.
The total project budget is $4 million, with $2.7 million allocated to construction.
The facility is planned to be 11,000 square feet with a minimum of 87 parking spaces, and it should be designed to accommodate more than 300 walk-in customers per day. This facility will also offer county residents a second Driver’s License Driving Course. Currently the only course is located at the Tax Collector’s main office at 2501 E. Irlo Bronson Memorial Highway.
The development team will be responsible for coordinating with FDOT on the widening of Orange Blossom Trail/U.S. 17-92.
The architect/engineer team will be responsible for completing a master plan of the site to include a 12,456-square-foot prototype fire station, a 5,000-square-foot community center, and soccer and softball fields.
Both sets of proposals are due Dec. 11 by 2 p.m. The solicitation documents are available on the county’s VendorLink page. The architect/engineer would be selected first. The selection committee plans to meet with short-listed applicants on Dec. 18, and it’s anticipated that the Board of County Commissioners would authorize staff to begin contract negotiations in early January.
The selection committee for the CMAR would evaluate the bids on Dec. 20 and meet with hear presentations from short-listed firms Jan. 10. The selection would be anticipated in early February.
