City Commissioners for Davenport have approved a future land use change and rezoning of almost 500 acres of recently annexed land for a Planned Unit Development (PUD) of single-family homes and townhomes.

Orlando-based Hanover Land Acquisition, part of Hanover Capital Partners LLC, sought the annexation, the land-use designation and rezoning as an agent of the landowners, for parcels north of Finney Road and east of East Blvd. Davenport commissioners approved the land use and zoning updates without discussion either during the first reading or during the second reading on Monday night.

Hanover Capital Vice President Matt Orosz declined to comment on the project.

The land use change gave 309.65 acres the designation of Davenport Residential Low from Polk County classification of Leisure/Recreation, Residential High, Residential Medium and Agriculture/Rural Residential. Extra parcels not included in the land-use change created the PUD for 490.17 acres. Polk County does not have zoning – just land-use designations.

“They were added to this overall PUD project,” City Planner Raymond Perez said of the additional 181 acres in the zoning approval. “They are already in the land use and already have a city plan designation.”

The PUD includes a proposed 1,157 single-family homes on 50-foot x 120-foot lots and 154 townhomes on 20×120 lots, according to planning documents. It includes 188.5 acres of open space and 89.3 acres of wetlands. Hanover proposed a density of 2.67 units/acre vs an allowable of 4.99 units/acre.

Property owners include James Hugh Chance Revocable Trust, Vickers Stephen M Revocable Trust, Hunter M & Ashley C Vickers, James Brannon & Kelly Dshea White, Michael B Swain, and Donald Joseph.

Hanover has been active in Polk County for years and is currently developing Jordan’s Grove, a 400-lot master-planned community in Davenport, about 1.5 miles south of Ronald Reagan Parkway.
