Infrastructure plans filed for 541.5 acres off Universal Blvd., could outline theme park

Affiliates of Universal Orlando Resort have filed infrastructure plans with Orange County for 514.5 acres off Universal Boulevard and Destination Parkway

Affiliates of Universal Orlando have filed infrastructure plans with Orange County for 541.5 acres off Universal Boulevard and Destination Parkway – perhaps giving a rough outline of things to come.

Applicant Universal City Development Partners, Ltd. on behalf of owner SLRC Holdings LLC filed the plans that show roadways and stormwater management for 10 parcels that could become home to a theme park as Universal looks to expand.


An elaborate intersection with a roundabout-style flyover feature on the southwest part of the property would enable connectivity to Universal Boulevard, apparently in the area where a right of way exists for a Kirkman Road extension south of Sand Lake Road and east of Lockheed's central Orlando campus. A smaller roundabout-style intersection to the east would ease connection for traffic on the Universal land to Destination Parkway, as shown in plans recorded Monday.

The plan also calls for 5,089 parking spaces, with what appears to be a garage set in a fairly central location on the land just north of the eastern roundabout. The property's largest remaining portion of contiguous buildable land borders the garage's western side, with two roads ending in cul-de-sacs loosely defining eastern, southern and western borders for that acreage. Other buildable areas are to the east, south and southwest of the garage, some with frontage on Universal Boulevard or Destination Parkway.


Kimley-Horn and Assoc. is engineer on the project. A Universal spokesman declined to comment. Plans indicate the work is to be completed in one phase.

For stormwater, approximately 10 ponds are depicted on the site plan filed with the county, as is an existing central canal.

Highlighted in red are 101 acres along Sand Lake Road that a Universal Orlando affiliate acquired in October 2017, layered over a map of properties outlined in white that the company bought in December 2015 from Colony Capital.

Plans filed in 2016 by, Donald W. McIntosh Associates, Inc., of Winter Park, which has served as SLRC project manager and surveyor for the case, included a proposal to excavate a new outfall ditch and the central canal, along with soil stabilization measures on the previously completed mass-graded areas. Those plans filed with South Florida Water Management District only affected 364.63 acres, and did not involve small parcels owned by Lockheed Martin or Fourth Quarter Properties 117 LLC, an affiliate of developer Stan Thomas who once owned other land affected.

An affiliate of Boston-based investment firm UC Funds apparently acquired property on Universal Boulevard and International Drive -- once owned by Thomas, who had been fighting foreclosure -- in two transactions earlier this month for $68 million, according to deed recordings with the county. UC affiliate CPR Money, the purchasing entity named on the deeds, had loaned Thomas $49 million in May.

Water would be provided by Orlando Utilities Commission. Reclaimed water and sewer service provided by Orange County Utilities, while the county will not own operate or maintain such infrastructure on the site. OUC also would provide power, with TECO/Peoples Gas providing gas. Lighting plans are to be filed "during building plan submission," reads the site plan recorded today.
