Brasfield & Gorrie w/Lamm picked for CMAR on new Winter Park library

Brasfield & Gorrie with Lamm & Company Partners were chosen on Wednesday by Winter Park city staff as the recommended Construction Manager at Risk (CMAR) of a new $21 million public library and civic center project at Martin Luther King Jr. Park.

A selection committee shortlisted three finalists on June 21 for the position, which included Turner Construction Co., and SKANSKA with Wharton-Smith, Inc.


Presentations by the three finalists were made Wednesday to city staff and representatives from project architect HuntonBrady and Pizzuti Companies (owner's rep), with final rankings announced in the late afternoon.

"We're very excited and look forward to this, having been a fixture in the community for the past four years," Jim Ellspermann, vice president and division manager for Brasfield & Gorrie, told GrowthSpotter after the announcement. "The adrenaline is flowing right now."

Headquartered in Birmingham, Alabama, Brasfield & Gorrie moved its Greater Orlando regional office in 2013 from Lake Mary to Winter Park.

The company occupies 39,000 square feet of the CNL Heritage Park building, a project it led the construction for in 2012, which lies across the street from MLK Jr. Park.

Troy Attaway, public works director for the city and part of the selection committee, said following the presentations that he felt "Brasfield was the home team that had done their homework," and was "comfortable with them through every stage" of the contractor's presentation.

Lena Petersen, project manager in public works, said she thought Turner Construction's plan "hit all the points to come in on budget and on time," and noted a positive impression from seeing that Turner's executives who would manage the project had been with the company for many years.

In the end, Brasfield & Gorrie's corporate presence directly across from the MLK Jr. Park construction site was a deciding factor for Randy Knight, city manager.

"To me, having Brasfield right across the street from the project gives them a leg up, because they can't let it fail because they'll have to look at it every day," he said. "They'll have to move out of town if it's a bad project."

The top ranked firm's name will go to the City Commission on July 10 for approval to enter into negotiations. Once complete, a finalized contract would go back to commissioners for approval, likely in August.

A groundbreaking date for the library and civic center project has yet to be determined. The project's construction budget has been estimated at $21 million by the city in its original RFQ.

The 50,000-square-foot library will include a 8,500-square-foot civic center and 200-vehicle parking garage, all on the site of the current civic center.

City commissioners voted in late April to approve a $2.4 million contract with HuntonBrady Architects to design the library and civic center project, which will work with design architect David Adjaye.

Winter Park has budgeted $30 million for the entire project, which includes $27.5 million on bonds that voters approved in 2016.
