Winter Park posts RFQs for 4 engineering and architectural service contracts

The City of Winter Park is seeking bids this month for professional services related to architecture, transportation planning, stormwater management and general civil engineering.

Four separate Requests for Qualifications (RFQ) were issued Friday and Monday with deadlines for submittals in early-to-mid-January. The contracts are for durations of one year, with an option for up to four renewals, not to exceed 60 months total, with the consent of both parties and approval by the City Commission or city manager.


Bids for transportation planning and engineering services are due Jan. 4 at 2 p.m. The services covered by this contract include traffic engineering studies, PD&E studies, traffic counts, roadway design, signal pavement marking and channelization, traffic impact analysis, concurrency management studies and corridor studies.

A selection committee will evaluate the transportation planning and engineering bids Jan. 11, choosing at least three firms based on qualifications and experience. The highest-rated firms will be invited to make oral presentations to city staff Jan. 25. Staff will make final rankings and a recommendation to the City Commission.

Comprehensive Engineering Services Inc. of Orlando now handles the city's transportation planning duties, with a contract expiring Feb. 27.

The contract for architectural consulting covers services related to construction and renovation of city buildings, public facilities, structural analysis, damage assessment assistance and other miscellaneous services.

Bids are due for the architectural contract Jan. 5 at 2 p.m. and the selection committee will meet Jan. 12 to review the submittals. Oral presentations will be Jan. 19. ACi Architects Inc. of Winter Park and HHCP of Orlando now hold the contract which expires Feb. 17.

Bids are due Jan. 12 for professional stormwater management and design services. The winning firm will be responsible for stormwater master planning, stormwater system design, hydraulic modeling, basin runoff modeling, permit acquisition, system evaluation and rehabilitation.

The selection committee will evaluate the stormwater management bids Jan. 20 with oral presentations of the highest rated firms on Jan. 26.

The stormwater management contract is now held by CDM Smith of Maitland and Geosyntec Consultants of Winter Springs, which expires Feb. 27.

Bids for the general professional civil & public facility engineering services contract are due Jan. 11 at 2 p.m. The bids will be evaluated by the selection committee Jan. 24, with oral presentations and final ranking Jan. 31.

Duties under the civil engineering contract include these services: site development of public properties, including design of public facilities, facility construction, renovation and rehabilitation; building and property site assessments; sustainability; and energy efficiency design.

GAI Consultants Inc. of Orlando now has the general civil engineering contract, with an expiration date of Feb. 27.

Sealed responses to bids must be sent to Winter Park's purchasing division at City Hall, 401 S. Park Ave.
