A South Florida investor wants to develop up to 60,000 square feet of Class A medical offices across from the Bellalago community on Pleasant Hill Road, but zoning and environmental constraints could make the project unfeasible at that location.
Guillermo Pulgarin and his broker, Tim Weisheyer, met Wednesday with Osceola County planners to discuss the conceptual development of the 7.3 acres across from Bellalago Drive. Pulgarin had proposed building a 42,000-square-foot medical office building on top of structured parking, for a total of 180 parking spaces.
Zoning Manager Kelly Haddock said the property is part of the previously approved Planned Development for the Avant Garde Academy charter school, which was built in 2013. That PD had square footage capped at 60,000 square feet -- the school is 16,720 square feet.
"We know the first thing we have to do is unlink this site from the PD," Weisheyer said.
Jose Gomez, principal engineer for the county, noted that the proposed site plan appeared to have some wetland impacts and insufficient stormwater retention.
"I'm eyeballing it. Stormwater is really going to be the issue," he said.
Gomez said it's also likely the applicant would have to perform a traffic study to determine if the intersection would need a signal.
Weisheyer questioned if Bellalago developer AV Homes had already conducted a study for that intersection, since the company filed plans last year to build more than 20,000 square feet of retail at the northeast quadrant of the intersection.
Weisheyer also discussed the potential rezoning of a 4.4-acre parcel across the street from residential to commercial. The property at 3581 Pleasant Hill Road has a 3,556-square-foot home built in 1980.
"She's contacted me about wanting to sell the property and getting the best price for it," he said. "Retail would give us the highest and best use."
Haddock said the owner would need a Comprehensive Plan Amendment since the future land use is Low-Density Residential, and she noted the county planners may not recommend approval for commercial zoning because of the size of the lot.
"Our concern is acreage," she said.
AV Homes is also in the process of amending its PD to add 12,000 square feet of neighborhood commercial uses on a 2.5-acre tract just south of that site, at the entrance to Isles of Bellalago.
