Developer ready to revive dormant Snow White Village apartment project

Representatives for The Jaymor Group met Wednesday with Osceola's Development Review Committee to discuss building a 304-unit apartment complex on the site of the former Snow White Village trailer park in Kissimmee's tourism corridor.

Jaymor is based in Canada, and specializes in multifamily and student housing development and asset management.

"I think they're finally ready to move forward on this project, so we want to circle back with folks and see where we are," engineer Bill Burkett told the DRC.

He was accompanied by consulting architect David Portwood and Scott Baker, an attorney for Jaymor. The developer had received approvals for a Site Development Plan and building permits in 2015 but never broke ground. Baker said he has received multiple extensions, and the permits should be valid through September of this year.

"I need to interface between the developer and the lender to make sure we keep the permits alive," he said. "They want to know can we go pull a permit -- that's all they care about."

But DRC Chairman Mahmoud Najda said staff would need to review the permits to make sure they comply with current building codes. Some revisions might be required before the county would issue a notice to proceed.

The former Snow White Village trailer park was originally developed in the early 1980s as affordable housing for Epcot workers. Jaymor bought the 13-acre site in 2015 for $3.3 million.

Portwood said Jaymor has no plans to change the name. The architect of record is Jacobs & Associates. The approved site plan consists of four apartment buildings, each four stories with 72 units, multiple detached garages and a clubhouse.

It's located on Seven Dwarfs Lane, near the W192 intersection with S.R. 535, and abuts property that will be the fourth phase of Lennar's Storey Lake resort community.
