Celebration dentist plans new office park in St. Cloud

A dentist and businessman with multiple offices across Central Florida is seeking to annex a 13-acre site on Neptune Road into the City of St. Cloud for a future office park.

John Tregre owns the vacant land on the south side of Neptune Road, south of Fish Lake and just north of the Tohoqua mixed-use community. The contracted buyer, Mark Huzyak, is owner of Celebration Dental Group and co-founder of CareStack, a dental practice management software platform used by over 2,000 dentists. He is scheduled to meet with the city’s Development Review Committee next week to discuss his annexation and zoning request for the land, which currently has agricultural zoning in Osceola County. It lies within St. Cloud’s utility service area, so the developer is required to seek annexation into the city to receive water and sewer service.

Huzyak is calling the project Dessie’s Loop and is seeking an initial zoning designation of Commercial Planned Unit Development. CivilCorp Engineering submitted a preliminary master plan calling for 26 office buildings totaling up to 142,875 square feet. He is seeking approval for a maximum building height of 65 feet.

CivilCorp President Stephen Allen’s annexation justification report noted that the office use would have no impact on schools and the density would be consistent with the development to the south. A PUD with commercial offices would not be out-of-scale with the needs of the neighborhood or the city, he added. The site is adjacent to the King’s Crest residential neighborhood, and it’s one a section of Neptune that is scheduled to be widened to a four-lane divided boulevard with double turn lanes at the Cross Prairie intersection.

Huzyak declined to speak with GrowthSpotter prior to the DRC meeting.

St. Cloud’s City Council deferred a vote in late April for a utility service agreement for a proposed 324-unit apartment complex just around the corner, in the Fish Lake PD. In that case, the city staff and planning commission unanimously supported the agreement, but council members cited concerns with the density. The site was under contract to The Falcone Group, but the sellers withdrew the request.

Meanwhile, the owner of a 10-acre commercial site on U.S. 192 in St. Cloud is also slated to attend the DRC meeting. Leonard Thompson owns the site, which was part of a larger 46-acre mixed-use PUD just east of Narcoossee Road called Thompson Grove. D.R. Horton bought the residential portion of the PUD last November for $3.4 million. It’s approved for 173 homes and townhomes.

Thompson told GrowthSpotter he wants to remove his property from the PUD and revert to the previous zoning, Highway Business. He intends to put it on the market once the rezoning is completed.
