Consulting engineers with JSK Consulting filed new plans last week with the Southwest Florida Water Management District for a 4,000-square-foot medical building on a vacant 0.57-acre parcel, at the corner of 1st Street North and Avenue B.
Winter Haven Senior Planner Sean Byers said the project is already under construction, but the Florida Department of Transportation has asked Olivera to redesign the dry retention pond on site.
Both the city and water management district issued permits in 2016, and the construction began in December.
"We're not going to issue a stop-work order, but they won't get a (certificate of occupancy) until FDOT signs off on the plan," Buyers told GrowthSpotter on Monday.
Phyllis Properties of Winter Haven LLC paid $117,000 for the lot in 2007.
