Taylor Morrison tabbed to build out first phase of Mascotte’s largest residential development yet

Arizona-based Taylor Morrison is under contract to build out the first phase of what would be the small city of Mascotte’s largest master-planned development to date.

The homebuilder is buying into local developer Chuck Piper’s vision for Langley Estates, which calls for 2,500 residential lots on 945 acres between C.R. 33 and Villa City Road in Southwest Lake County.

The Mascotte city commission, which serves a population of just over 7,000 people, approved the plan during its Aug. 16 meeting, clearing Piper to begin work on a vast mixed-use concept that will feature a total of 2,000 detached single-family homes, up to 500 townhomes and 250,000 square feet of commercial and retail space.

Piper told GrowthSpotter that Taylor Morrison is currently under contract to purchase the first phase of Langley Estates.

Phase one will include 300 lots including single-family homes and townhomes. Taylor Morrison has an option to purchase additional phases, with each phase ranging from 100 to 300 lots, Piper said.

Taylor Morrison spokeswoman Carey Martin with public relations firm Allison + Partners said the company is “thrilled” to be moving forward with the development of the Langley property.

“This thoughtfully designed, master-planned community will include a mix of uses and has the opportunity to bring restaurants and additional retail for residents of Mascotte,” she said in an email. “We’ve been working with the City and community for over a year to get their input and make sure we complement the existing Mascotte landscape. This development will serve a variety of multi-generational consumers.”

This project is expected to be the first of many large-scale residential communities to come to Mascotte, which is expected to see its population increase by 12.55% over the next five years, according to the University of Florida’s Bureau of Economic and Business Research (BEBR).

However, based on the current growth rate and pending development approvals, it’s likely the population could double over that period.

“The City of Mascotte is the natural path of growth as Horizon West, Wellness Way, the City of Clermont and the City of Groveland have each experienced strong demand for housing over the last 20 years,” Piper said. “The location of Mascotte and existing major roads such as Hwy 50, SR 33, Villa City Road and Hwy 19 will help connect the current and future Mascotte residents to major employment centers in Central Florida.

“In addition,” he added, “several large companies have planned to develop locations near the intersection of the Florida Turnpike, SR 33 and Hwy 19 which could create a major employment center within a 10-minute drive time from the city of Mascotte.”

In nearby Groveland, Kroger opened a $125 million, 338,000-square-foot Kroger-Ocado fulfillment center in the second quarter of 2021.

Last summer, Hanover Land Company broke ground on a 425,000-square-foot spec industrial building, called Hanover American Way, just across from the Kroger warehouse.

Both projects are located in the Christopher C. Ford Commerce Park, where Amazon opened a roughly 200,000-square-foot last-mile delivery service facility in early 2021. The park is located near the U.S. 27 intersection at S.R. 19 and about a mile from Florida’s Turnpike.

Nearby job growth has ushered residential growth into Mascotte.

Stanley Martin Homes recently won city approvals on the Sunset Lakes Estates Final Construction Plan, which details a new 134-unit residential subdivision on the northwest corner of Mascotte Empire Road and Pearl Street.

Fred Plummer, the owner of Angler Real Estate & Development Inc., is prepping 73.7 acres between Tuscanooga Road and Douglas Road for a future 190-lot single-family community.

Bob Harrell and Ralph Singleton are developing a large residential community called Villa Pass. Approved plans call for a 351-home subdivision on Villa City Road.

Flagship Land Group is proposing to develop about 245.55 acres west of the intersection of Smith Road and CR 33 in order to build a mix of 999 single-family homes and multifamily residential dwelling units.

Meanwhile, Taylor Morrison has been active across Central Florida. Its local portfolio includes Westview, a mixed-use, multi-generational community in the Poinciana area approved for 6,000 homes.

Recently, the developer submitted plans to Osceola County seeking to add a small apartment community within its Bellalago neighborhood on land that was previously considered for affordable housing.

Taylor Morrison is the fifth-largest homebuilder in the nation, closing on 13,699 homes in 2021, according to Builder 100.
