Cagan Crossings adding more retail on U.S. 27

Cagan Management Group has owned the vacant parcel at U.S. Highway 27 and Cagan Crossings Boulevard for 20 years. It will soon be home to an Arby’s, Marco’s Pizza, and an as-yet-unknown third retailer.

Get set for even more construction activity in the Cagan Crossings area of Clermont – Cagan Management Group, which already has two residential projects in the works in the neighborhood, has just announced plans for a retail site as well.

Cagan filed for environmental permits earlier this month for a 6,700-square-foot, three-unit structure on a vacant 1.5-acre parcel at the northwest corner of U.S. Highway 27 and Cagan Crossings Boulevard.


The company already has deals with the Arby’s chain for a quick serve restaurant on the north unit of the complex and with Marco’s Pizza for the unit on the south. The center unit tenant hasn’t yet been determined.

Cagan Property Management has owned the land for 20 years.


“We’re in a great location, we’ve just been taking our time,” said Jeffrey Cagan, president of the company. “We’re very selective. It’s always been ripe for development. We’re just taking our time and not doing a hodgepodge thing.”

The management company recently started building the 153-unit Orchard 55-and-older apartment community in its flagship Cagan Crossings multifamily development. Last month, the company announced plans for a 323-lot single-family home subdivision across Highway 27 from the apartment village. Meritage Homes is the developer and builder for that project.

The highway is lined with restaurants, retail shops and supercenters, and “I think they (Arby’s and Marco’s) will fit in nicely,” Cagan said. He said construction could start “in the next couple of months.”

The Arby’s will have a drive-through window, and there will be 76 parking spaces. The Cagan project will sit next to a Starbucks plaza.

The engineer is Wicks Engineering Services of Tavares. Donald W. McIntosh Associates of Winter Park is the surveyor.

Cagan Management began developing the apartment village on the west side of Highway 27 in 1998. The complex features a walkable, 56,000-square-foot Town Center with restaurants, shops and services and a community library.

Among the Town Center attractions is the Orlando Cat Café, a partnership of Cagan Management, SPCA Florida and Axum Coffee that features free-roaming, adoptable cats on site. Since its opening in 2016, the café has logged 50,000 visits and found homes for 440 cats.

In addition to Cagan Crossings, the management company has built and manages apartments in Mount Dora, Kissimmee and Tavares. It holds additional land in Clermont, and “we’re looking at some other ideas,” Cagan said. “We’ll see what happens when Meritage gets going.”
