Schematic design, project cost updated for new Winter Park library & events center

The City of Winter Park has a new schematic design package for the planned library and events center at Martin Luther King Jr. Park, including new renderings and associated project costs.

The city's owner representative, Pizzuti Solutions, is recommending the City Commission approve moving forward to design development phase at its April 9 meeting.

Lead architect David Adjaye presented a conceptual design to the public and commissioners in early November 2017. The next step was to take that concept to the schematic design level, where design features are more fully developed and construction costs are refined to much greater detail. 

This was carried out in recent months by Adjaye, HuntonBrady Architects, the construction manager at-risk Brasfield & Gorrie with Lamm & Company Partners, and Pizzuti.

The commissioners will be shown the schematic-level design plan and updated renderings, which staff say already meet the program requirements that have been outlined.

The project at schematic design is still within budget of the overall $30 million that was planned by the staff, per staff's report. That budget includes $27.5 million in bonds that voters approved in 2016. 

The 50,000-square-foot library will include a 8,500-square-foot civic center and 200-vehicle parking garage, all on the site of the current civic center. 

The topic of what color would be applied to the building's cast concrete panels prompted much discussion in past public forums. The architects provided a color range with this package that shows what acceptable colors for the architect fall within budget. Final color selection will be made later as design development progresses. 

Several features that could be enhancements to the overall project were not included in the base project for budgeting reasons. Those could still be included, and present naming rights opportunities for additional fundraising. A rooftop venue over the events center would provide a viable return on investment, staff wrote. 

Plans for the library show a central spiral staircase between the two floors, and at the events center a spiral staircase leading up to the rooftop cafe and venue space.
